Planning the decoration
Access, parking & working hours
An exterior programme depends on more than the weather and a chosen colour. Confirm how people, equipment and materials will reach the building, where they can remain and which approvals cover each part of that arrangement.

Locate the delivery and the parking separately
Westminster’s loading rules require evident loading activity and compliance with the restrictions at the location. A van remaining while its occupants work needs the appropriate parking arrangement. Record the full address, receiving person and carrying route, then check the signs and any restrictions for the intended arrival.

Allow for a suspension application
The council publishes a ten-working-day notice requirement for parking-bay suspensions and accepts applications for building works. Its ordinary online booking route does not cover housing-estate land. Confirm the correct route and the particular spaces before tying a delivery or access installation to the programme; an application is not a guaranteed reservation.

Give scaffold and waste their own permissions
Work that encroaches onto or over the public highway requires Westminster’s temporary-structure licence. A skip in the street needs a skip licence. Identify the applicant and proposed position for each, and include pedestrian access in the arrangement. Resolve these questions alongside the building owner’s instructions before equipment is ordered.

Set working hours from the actual tasks
Westminster’s standard construction hours are 8am–6pm Monday to Friday and 8am–1pm Saturday; Sundays and bank holidays fall outside them. Check the council’s out-of-hours process for any proposed departure. For construction or street work over more than three consecutive evenings or nights, its guidance directs applicants to Section 61 prior consent. Include sanding, deliveries and scaffold activity when describing the request.
Check the vehicle and travel date with TfL
Use TfL’s current Congestion Charge information for the route and date, and its ULEZ checker for the vehicle. Emissions compliance and any exemption need their own check. Keep those journey requirements separate from the permission to stop outside the property, and confirm the final carrying route through the common entrance before dispatch.

Let’s put the work
into a clear brief.
Tell us which rooms or shared surfaces need attention, the property address and your role in the building. Include any existing colour schedule or managing-agent requirements in your outline.
Describe the proposed work
